Financial Affairs
C. Ray Hayes is the Vice Chancellor for Financial Affairs for the University of Alabama System. In this capacity he is responsible for the overall fiscal integrity of system resources while working as a partner with the campus presidents and chief financial officers to develop a level of integrity, transparency, and accountability with a broad base of stakeholders, particularly the Board of Trustees. This responsibility involves coordinating the annual budget development process, including presentation of budgets to the board, resource alignment and debt review/approval. This office is responsible for managing system wide investment activities including the pooled endowment, prime, intermediate and short-term funds. Other areas of responsibility include physical property and construction oversight and a liaison between the campuses and the Board. The position serves as a member of the Board of Directors of the independent Health System.
Prior to joining the University of Alabama System, Mr. Hayes served as Vice President for Finance and Administration at Mississippi State University, and Executive Vice President for Finance and Administration at Texas A&M University –Corpus Christi.
He has served on the Board of Directors and/or in committee leadership with the Southern Association of College and University Business Officers (SACUBO); National Association of College and University Business Officers (NACUBO); and the Society for College and University Planning (SCUP). He is also active with the Southern Association of Colleges and Schools-Commission on Colleges as an accreditation off site and on site evaluator and accreditation consultant. He serves on the Advisory Council for the Harte Research Institute for Gulf of Mexico Studies in Corpus Christi, TX.
